Adobe Journey Optimizer

Hi i'm trying to create an expression that will wait until 19:30:00 before proceeding through the journey. All i can see is wait a day but i can't specify wait until 7.30pm beofre arrying on. Can anyone help?   I've tried this expression but don't think it's right:
