Adobe Target

I am creating a rule based on network details i.eAudiences > Create Audience >Add Rule > Network > Domain Nameand I am within my in network connection but I am not seeing the experience. I see it for some(including me) but not for others, also network wifi.Please let me know how i can achieve this.

I want to know if there is a way to use target to test users on safari 11 browsers?  I believe you can do this using target's personalization.  Is this assumption correct?  If so, what are the step to create this on the tool?
