@rhohl21 When converting the issues into projects, are those projects being added to a specific program or portfolio that your Senior Communication Manager already has access to? That way, she inherits sharing permissions without you or your project managers having to manually add her?

I would double check their access level to confirm that Edit (limited) for Projects is selected and Edit is selected for Tasks. Another idea to think about -- If your task list has predecessors associated, you can add a column to your project report that looks for tasks that "Can Start" which would tell you which one is next in line.
