I'm not clear on where you are stashing this "travel time" task, but as long as it is not in the same project, you might want to look into filtering hour types and see if it would work for you. See this link:

You can do this by creating a User report. Go to filters, and select the license = ___ for your filter. Select each option one at a time (Standard, light, contributor), and then convert to text mode after each, to see what letter represents each.

have you tried using IFIN?
This is getting a bit complicated since you wish to change the primary contact after the request is submitted. (it means you need to set the calculated field in stone much later in the process)
If the only thing you want, is to get it on the report, you should just use your text mode in your view....
