You'd have to look at the API explorer. There might or might not be one (looking at going through the document), but you might instead be able to get close by grouping the notes by either proofID or proof name.

Just as you can't get "number of projects" from a portfolio or program report, you similarly cannot get "number of comments" from a project or proof report. You haven't really described how your Group Admins have added people in the past, so the only thing I can think of asking is if you have recently transitioned to Admin Console. In the meantime, as a workaround, are your admins able to copy an existing user and add people that way?
