I don't think there's a way to do that. You could try a report to only include parent tasks that have cancelled children, but this would only work if you had no grandchildren (otherwise, you would have to account for all descendants in some way).

I think this might be a project configuration. If you edit any project and go to the access section, you'll see "when someone is given access to this project" and the ability to toggle off "Add Issues".

It's working fine for me. I think if you've checked the box on the field for "Apply to existing calculations,"  and still can't get it to work, you should just get your authorized service contact to submit a case to Workfront Support.

text with formatting fields are working fine for me.
