There are timesheet preferences on the backend that allow you to choose was prepopulates on a timesheet.

I've personally never used the "b" without an attribute but based on documentation it should work without one. Same as others have mentioned, even with it disabled it's still shows grayed out for users. I would also suggest a support ticket. I was having issues natively inside of Workfront that was duplicating uploaded files. Could be a Workfront glitch and not necessarily Fusion.

I would use an assignment report instead of a task report.
