To my knowledge, this isn't an option. There are some ideas out there you can upvote but last I heard they aren't making updates to the proofing engine that currently exists as they are moving towards a more integrated approval option for documents.

I know Workfront stores hours as minutes, so I can see why the numbers are not showing as hours but really trying to understand the need for both in the API and when you would use one vs the other....
