Hi Emma - I'm going to move this to the ideas area. The Product team monitors that area for improvement suggestions. I haven't heard of this yet, but I know they are doing a lot with AI. Maybe they'll have some announcements at Adobe Summit for it.
Could be something that's expanded in here. Maybe adding "On projects that equate with planning" and then allowing that to be toggled on/off for groups. This would allow timelines to be built out and modified but not allowing users to start logging time until it's ready.

@BethCl1 - A work around I've done is to create a report of the reports that are on my dashboard and pull in the report name and the description and add it to the top of the dashboard.
