You should be able to run an hour report and filter it by project template and pull in the "source" which would be where the time was logged (aka the project, task, or issue).

So really you are looking for a burn down chart? To show completed tasks compared to total tasks over the lifespan of the project?   The only way I can think you could accomplish this is with a series of probably very calculated fields on the project/tasks. I'm trying to visualize and understand what it is you want to see.   To clarify you are wanting the tasks completed in January to carry over into the count of tasks completed in February and January/February to carry over into task completed in March?     

Could be something that's expanded in here. Maybe adding "On projects that equate with planning" and then allowing that to be toggled on/off for groups. This would allow timelines to be built out and modified but not allowing users to start logging time until it's ready.
