I don't have anything else checked in my settings except for the "allow editing", but if that's the issue, then that would be a problem. The only other difference is that I had to test this in Preview because we don't have any existing project approvals to test with.   Good luck with Support.

It potentially sounds like your tasks are out of numerical order. Are they being arranged by task number from 1-10 (for example)? If not, you may not be able to add or move tasks.
