It potentially sounds like your tasks are out of numerical order. Are they being arranged by task number from 1-10 (for example)? If not, you may not be able to add or move tasks.

Don't use Task | Assigned To ID (which only applies if the user is the Task Owner or first person assigned). Maybe use Assignment Users | Name instead.
