You can assign a task to a team. This can be done within the project, or on templates if that makes sense for your use case. However, the project owner can only be a single individual. I would recommend the team lead or project manager.

If you have a template with no tasks, we could make an EXISTS reports to list them specifically and then determine if they serve a purpose (is there a unique form, does it contain a request queue, etc)

Agreed. All Workfront lists should have the Export feature, just ran into this today and it took me and the requestor a half hour each to do something that should have taken 10 minutes total because we couldn't export.
