If it's working for some teams and not others I would check your template and project settings. You want to ensure that in set up you have the option turned on for the instance or group.   There's also a setting further down to check for how you want Workfront to handle when multiple people are ass...

This is the first setting under Setup > Project Preferences > Projects. If you have it toggled on users cannot create projects without using a template. This can be set for the entire instance or by individual groups/subgroups.
