If it's working for some teams and not others I would check your template and project settings. This is the first setting under Setup > Project Preferences > Projects. If you have it toggled on users cannot create projects without using a template. This can be set for the entire instance or by individual groups/subgroups.

I've never heard this being an issue. I've had calculated fields for a decade and never once has a Workfront update broken one. Maybe you are thinking of when you update the field in the form builder and tell it to recalculate the expression, but that also shouldn't break anything. I highly recommen...
