Our institution would like to find out what times of day that messages
from certain campaigns are most frequently opened. Are users mostly
opening them in the morning, early afternoon, late afternoon, etc.?When
building a report, there are Time dimensions for Day, Hour, Minute,
Month, and Quarter. However, the Hour dimension is for the hour of a
specific day (e.g. Nov 1, 2019 9:00 AM), not an hour of a general day
(e.g. 9:00 AM - 9:59 AM).We would like a new dimension for Hour of Day
