@hbeckner this isn't found on access levels, it's within Project Preferences.
Setup > Project Preferences > Projects
"Allow users to create projects without using a template" is one of the first checkboxes there, and can be unlocked to allow different groups to have that checked or unchecked.
If users can't log time on projects you may have that turned off in Setup > Timesheets & Hours > Preferences > Where users can log time > there is a checkbox there for Directly on Projects. If this is de-selected, users can only log time to tasks and issues.
Hi @Madalyn_Destafney this was with my prior company and I can't remember which survey tool we were using. We talked about using Fusion to write the responses to a custom form but did not get that far before I left.
Have you considered setting up a separate Team in Fusion?
We have a separate team for our Sandbox scenarios with a single connection to the sandbox, so anyone who has access to that team uses that same connection which connects to Sandbox.
We'd also like to be able to right-click on the task/issue/project and open in a new tab. When my only option is to click on the issue/task and open in the same tab, I'm constantly trying to figure out where I left off when I go back to Priorities.

Same for the Team Requests widget. I'm on 5 different teams with anywhere form 1 to 149 objects assigned to each team. It would be far more efficient if I could collapse all teams at once. It would also help if once I collapsed them, they stayed collapsed.

If you're looking at a parent task, but looking for the last note from ALL child tasks, you'd actually need a collection. A collection is a '1 to many' relationship, so 1 parent task with (potentially) many child tasks.
You can check the API explorer, but I don't believe last note text is an option ...
