I believe Drafts are still to come in the new request experience. You need to switch back to the old experience to see any Drafts.

@Doug_Den_Hoed__AtAppStore Saved the day - suggested recalculating timeline and financials. That worked. The timeline hadn't been changed since late September so that didn't occur to us.

It looks to be the same issue on both reports - Ref# is the same.

Is it possible that the report type is not an issue report - you can't inline edit objects that are pulled into a different type of report.
