The EX templates should be there. Is your AEM instance an upgrade server or a fresh AEM 6.4 instance.

I and gauravb talk about it. I have 6.4.0 and having installation problems. I'm using the war file and tomcat 8.5 to install but having trouble. I've followed install Tomcat guide and this guide Application Server Install but am still getting installation problems. Lots of files are missing including XF templates.

any ideas?

I have checked that nothing internally reported around this. Please create a ticket with the support team for this one.

This is weird - from the Quick Start JAR for AEM 6.4 - not seeing this issue.
