Check if you are able to see the templates in '/crx/de' and validate the permissions on these nodes
Check if the 'status' property is set to 'enabled' on these templates, if they exist?

The EX templates should be there. Is your AEM instance an upgrade server or a fresh AEM 6.4 instance.

I and gauravb talk about it. I have 6.4.0 and having installation problems. I'm using the war file and tomcat 8.5 to install but having trouble. I've followed install Tomcat guide and this guide Application Server Install but am still getting installation problems. Lots of files are missing including XF templates.
any ideas?
