how to read osgi config service externalizer publish value in sightly html AEM 6.2

Can we Rollout specific component in AEM 6.2. For example: If i changed the image in one component and wanted to rollout only that component to all the other sub locales without updating the content. Is it Possible? Experts please Advice?
