Not sure on this but there's an existing Idea you can upvote in the meantime - https://experienceleaguecommunities.adobe.com/t5/workfront-ideas/increase-number-of-favorites-an-adm...
Another idea is if it's projects you want to favorite a lot of, you could make your own project custom form with a checkbox field to indicate it's a favorite and have a project report pulling all projects with favorite checkbox present... Could make the form hidden/admin only so no one else is seeing that too.
