Waffle Menu - Remove Setup

Hello everyone,
is there a possibility to remove/hide the pin "setup" from the waffle menu as admin?
We have searched under Layout Templates, but you can't remove the pin there, because it is not shown there
We would like to hide/remove this area for the users

I believe this is tied to the user's access level, not their layout template.  I don't have a simple way to get rid of it, but my requestor uses don't have it and my plan users do.

I dont think its possible to remove the Setup icon. But I guess it wouldn't cause any harm as the Users(with any access level except group admin/system admin) wont be able to view or edit any kind of configurations.
