@KellieGardner I reached out to the Product Manager for clarification on this! I'm also not able to compare 2 fields in a filter using the FIELD:ID option in text mode, so let me try and get more information. 

@JHulet An Hour Report only pulls in logged time, so if you are looking for tasks that have 0 actual hours, I would expect zero results. You may be better off running a Task Report that filters for Planned Hours > Greater Than > 0H and Actual Hours > Equal > 0H.
