That sounds like your Jira Cloud instance may be doing some kind of IP filtering/allow-listing. I've just started a prototype of a Jira Cloud connection and I've been successful in making updates with only the information you were testing with so far.

We have not yet been able to migrate due to Adobe requiring updates to our DNS setup that are not going to be approved by my IT governance council. That being said, thank you for sharing, this is a rather concerning list of bugs especially with respect to missing audit logs. 

This is visible in our instance this morning as well, though has no actual effect if a user attempts to make the change whether they have a layout template applied or not. 

So what happens when Adobe's SSO platform suffers an outage? Does that lock everyone who's migrated to the Console out of their instances until it's resolved?
