You can have a filter to only look at certain users/teams, select your timeframe, then you can easily see how many projects those users have on their plate in that timeframe natively...? To see detail on how the licenses are used across groups, you can add any groups to your licenses page - it doesn't pull in all your groups automatically. Click Manage Group List to add the groups (or all groups) and it'll show the license counts across the groups you add.  

You may have a broken link if it had been set up as a custom URL. You can have that going to a request queue, for example, in your instance instead of Experience League. Go to Setup > System > Preferences and take a look at the custom Help URL to see if you are utilizing one and if it's a broken lin...

It sounds like you are just wanting a real-time count of used/available licenses at any time - yes? If so, could you not just refer to the Licenses page under Setup? Shows how many you have vs. how many are used at any time...

Sounds like you're just needing an issue report with status of X, you can't use issue status as the filter? 'Rejected' or whatever your status is
