I think it's always been that way, as far as I know. "Fresh" queue details start out with 0 but if you ever put a number in there, you can't ever get back to the zero state. You can do this by creating a User report. Go to filters, and select the license = ___ for your filter. Select each option one at a time (Standard, light, contributor), and then convert to text mode after each, to see what letter represents each.
