In most cases our templates have a top-level task for the project manger (planner) to log general project hours against. They can also be assigned to specific tasks to log hours against.

Also at best this only catches them once a day, so if the outage happens mid-day then they won't know until the daily token has expired or if they log-out and log back in for some reason. Though I do like the idea in general…we've used similar trick on our DAM from time to time.
