Is abandon cart is on session level or it will be on the abandon cart till the user makes the purchase.

Adding to what @Harveer_SinghGi1 has mentioned, if you are looking to create a segment specific to your definition, you would have to create another segment and keep the container Visitor level.
Visit Level Segment - Implies that a visitor has added a product to the cart and has not purchased in same visit but will not account for visitors who have purchased the product in later visits.
Visitor Level - Implies incomplete conversions by visitor across all their visits.
I'd like to mention one caveat here, that a visitor level segment will account for users who have not completed the purchase on the same device/browser. As visitor metric in Adobe Analytics is specific to browser cookie, if a user adds a product on one device and completes on another device, the user will still be counted here.

I believe you are talking about standard segment provided by Adobe,
If that is the case then looking at the definition of this segment you'll find it is visit/session level segment,
