Hello! For the purposes of this question, our user structure is:
Main Group: Marketing
Our projects are all associated with the Main Group. A user from Subgroup 1 creates an issue on the project and assigns it to a user in Subgroup 2. I need to create a custom issue status that only users in Subgroup 2 can apply.
We're trying to satisfy a regulatory requirement. Users in Subgroup 1 should be able to see that the issue is in the custom status, but they should not be able to apply it themselves.
I've tried configuring this but no matter what group/subgroup/status settings I change it doesn't seem to work the way I need it to. Am I aiming for the impossible, or am I missing something?

If the Subgroup 1 user has enough permission to assign a user, then they have enough permission to apply the status. And I don't think there's a lot you can do about it.
Would the Subgroup 2 users be willing to assign themselves? Can you reduce the amount of access that the Subgroup 1 users have so that all they can do is create the issue?

Thank you @skyehansen, @RandyRoberts, and @KellieGardner for your responses! Ultimately the desired functionality wouldn't be possible given our current configuration, but Skye's idea for Subgroup 2 to assign themselves is probably going to be our solution in the end.
Until this week Subgroup 2 didn't want to assign themselves, but they've had a change of heart which will make this a lot easier to configure now.

If a group can apply a status, they can apply any status they can see. I think if you had a custom status that Group 1 couldn't see, they also couldn't apply it.

Just to add a little more on this topic from what the others said:
Essentially statuses are object-based and not user-based so you can only control which statuses show by applying it at the object level.
