Conflict Resolution - primary decision maker

A 'primary decision maker' can be assigned to one of the users in the step to address a conflict but this doesn't help if the person not assigned to the step needs to make the decision. Also compounding this issue is that a user can't be part of more than one step in a workflow. Ideally a project owner / manager would be able to address this on multiple steps.

Additionally, a new notification should be able to be configured to be sent to the decision maker to let them know when there is a conflict (so they don't have to analyze the situation and figure it out themselves. So, when one or more people have approved an asset and one or more people have rejected the asset in the same stage, the decision maker should be notified.

Also related, there should be a feature that allows us, if configured, to assign a specific status to the file automatically if at least one person rejects it, thereby bypassing the need to a decision maker to take manual action. For example, if one person approved the file and one person rejects the file in the same stage, we want the option to have the rejected status automatically assigned so that the file can automatically go back to the appropriate team to be reworked.
