It sounds like you might be looking at the top section of Workfront Balancer, which is dedicated to Unassigned Work (that is, tasks not yet assigned to a specific user). Once a task has a specific user assigned, it will drop to the Assigned Work section below.

For projects, we have a custom form that includes a field we called "Project co-owner." I don't see why you couldn't use the same idea: add a custom form to the portfolio with a field to define the co-owner.

Would it work for you to create a Team where you can add the random requestors? Share the queue with that team.
