I imagine that's possible. And if that's the case, I have to assume I was moving way too fast as you get that "do you really want to do this" type of popup. I'll have to do some digging to see if anyone else involved in the project knows who originally submitted those requests.

I did. I misspoke in my original question. Where I said the column says N/A, I meant field (in the issue details).

See my comment above from 3/9/23 -- the form was set to be able to attach to a program. Once I removed that, I was able to fix the section headers and users could edit the form data.

This work-around is exactly what I planned to do also.

Turns out one of the users who was having issues had cleared her cache the day before because of something else. So, for her at least, that didn't seem to be the issue. I ended up just recreating the form and that worked. Not sure what might have been different about the original that it caused prob...
