There isn't a way to utilize calculated expressions (IF statements) in text mode filters, so if there is a way to find a common ground using fields, that would be ideal! 

[EDITED] You can add a column rule to say something like "Click here" so that the URL doesn't display, but in doing so, the link will not be clickable if you export to Excel. See reply below for instructions

If you can share more information on how you can tell if a job has been quoted or not (ex: task has been completed), that would be helpful. You should be able to create a report to pull in this information, but the filters would be dependent on how you set things up in your instance.
