I believe if you are using 3rd party to login to AEM, you might be using SAML as that is the most common approach.
What you need to do is :
Add all the users who log in to a particular group.And add permissions to the group.

Actually, you need to raise an Adobe support ticket.
This issue looks access related and cannot be fixed by non-admin users. Someone with access to admin console would be able to fix it.
That would be either a system admin or Adobe assigned admin for your instances.
