offer decisioning not enabled

Hi,

Offer decisioning is enabled at the "datastream" , but while validating the setup, it says "offer decisioning is not enabled", can someone please let me know what else am missing, the adobe documents are confusing many docs, soo much information, please guide me.

is this related to Assurance session set up for mobile -App? do share the document that is followed to configure.
