The best practice is generally to create a separate Decision Scope for each placement. This allows you to control and personalize the offers shown in each distinct web placement (e.g., homepage banner, sidebar widget, etc.) and thus track, report, and optimize each placement independently.

if you refer the video it calls out that there’s a separate decision scope for each placement. You should now be able to create decisions, and have a sense of how they’re used with placements, collections, and fallback offers.
to ans the query, yes, the best practice is to create a separate Decision Scope for each unique placement (offer space) where you want a distinct offer to appear on your website. When you define multiple Decision Scopes (one per placement), AJO’s decision engine can select and return unique offers for each, avoiding duplication.
