Sever Side Render & Target issues

We recently moved to server side rendering and it seems that enabling and disabling feature flags via Target is no longer a viable option.  Is there documentation about best practices on Target and SSR?  Our most meaningful tests have always required feature flags as they are not simply picture changes.  Any guidance would be helpful.
