Why doesn't Submit By Email button launch Microsoft Outlook 2010

Microsoft Outlook 2010 Standard Edition doesn't launch even though set as Default Mail Client when Submit By Email button is clicked in PDF Form designed in life cycle.  What's up?  Assume default mail client is properly configured and registry is checked and fixed for any errors.  Still Outlook doesn't launch.  Microsoft doesn't say much about this; is this a LiveCycle problem?

Can you attach a sample PDF which has this problem?
