Need to understand if the existing scaffolding will still function in its old location and what is the new scaffolding framework that is mentioned here?
Although there is a Scaffolding mode[0] available, the maintenance and creation of scaffolds as well as creating new pages from scaffolds is done in the classic UI. See Scaffolding[1] in the classic UI authoring documentation for details.
So, you can still use the old location as this console has not been migrated to Touch UI yet.
You can check [2] if scaffolding mode does not appear.
Lastly, Did you check if content fragment as an alternative. It sort of does the same thing but saves the content in dam hierarchy.
