Restrict functionality by license type for adding issues after Project has been marked as Complete, Dead

Does anyone know if we can restrict a Review/Request license from adding a new issue to or reactivating a completed project? I need to allow Work/Plan license users to be able to add issues to a completed project (internal management purposes), but don't want our customer base to open a completed one where they should be logging a new request.
