New Licensing Model Clarity for Proofs - External User Accounts

I am prepping for our renewal which will move us to the new licensing model.

 

For the Prime package, I understand that an External User can have up to 5 proof decisions per month. We currently have a good amount of external vendors receiving proofs that far exceeds the 5 decisions allowed per month. If I downgrade them from a "reviewer and approver" to just "reviewer", which removes the ability to make a decision, will that allow me to avoid upgrading them to a paid seat?

We are on Prime, and as I understand it you can send as many approvals as you like, but the licence upgrade (which happens automatically) kicks in once 6 decisions have been made, so viewing should be fine, it's decisions that count - wether that be approve or reject.

From my understanding it only counts against their approval limit if an approval is actually sent to them, if they are just a reviewer it should not count - but I would do a test to make sure.
