I'm trying to create a report that can show IF (Risk = 1 and Issue = 1) then display the color green.

Hi Cliff, I'd suggest you create calculated parameter that resolves to "Green" (or Red, or Yellow, etc.) and then use that value to drive the color of the related line in your report.
