Can you have too many Programs?

Hello, everyone! I am new to my company and still getting acclimated to the WF configurations and have experienced slowness and issues with reporting on the 1200+ programs in this system. I am curious whether anyone else is u sing programs to this extent and whether you have experienced issues?
