Responding to a Question in a Comment when your stage is not Active

When a user asks a question to someone else within a comment (ex: @Jessica should this be changed to match the other piece?) Jessica is sent an email notification that someone has sent her a comment. However, if Jessica's stage isn't active she's not able to respond to the comment. This makes things quite challenging as Jessica's response could effect the rest of the current persons review. I'd like to add a feature where when someone is asked a specific question and a notification email is sent to them they are allowed to respond to that comment within the proof.

I think the solution would probably be to not approve the proof until there has been an answer. Many workflows are setup to automatically lock after approval so that the proof submitter isn't left wondering if more comments are coming after the route is completed. I do, however, think that one should be able to "Resolve" comments after stages have been locked. Our users use this as a method to check off commented edits for completion. This is especially helpful when there are tons of comments.
