Enable advanced assignment settings in summary panel

Description - Add the advanced assignments option when viewing assignments in the summary panel

Why is this feature important to you - better efficiency in making assignment changes directly from the summary panel rather than having to open the object in a new screen

How would you like the feature to work - Adding the "Advanced" option to assignments in the summary panel view

Current Behaviour - there is no advanced option, must open the task or issue to access the advance assignment settings
