[Enhancement Request] Notification for when Issues are converted to Projects

-Current Situation: When an Issue is converted to a Project, the issue requester doesn't get a notification.

-Enhancement: When an Issue is converted to a Project, the issue requester gets a notification via email confirming the issue has been converted.
