Enable anyone with VIEW access to projects to report on budgeted roles for the projects

With the 2018.3 release, the RSALLO report type is going to not contain budgeted hours data and i am told by Workfront support that there is no currently planned new report type for that data. The only way to report on Budgeted hours by role is within the Resource Planning tab in the People area.

The problem with that is that only people listed in the Resource Manager field on a project can view projects by Role on the Resource Planning tab. My organization is too large for this to be effective -- I'd have to list 30+ people in that resource manager field on every single project whether that project is relevant to them or not.

We need a way to for any person with VIEW access to a project to extract a list of budgeted roles on that project. 2018.3 represents a significant loss of that functionality as it stands today.

Folks, please also be aware that as of 8/28, Support is telling me that this functionality is not on their current roadmap. They had to remove the functionality due to performance issues. Please vote this up to get attention to it! The loss of the Resource Estimate report type is a big deal for any organization of size that is trying to do capacity planning.
