[CLOSED] - Setting to Stop Users from Logging Time to Completed Tasks

Similar to the Life After Death project feature, system administrators should have the ability to disallow users to log time to completed tasks and issues. This would give our project managers more control over their project plans and prompt users to log time to accurate tasks.

Use case:

A user has a task pinned to their timesheet for a project they are working on. The task is technically completed and they should be working on a new task (different milestone task) but they just keep logging time to the task on their timesheet. Ideally, the task would be greyed out, similar to projects that are completed (if they are still pinned on the timesheet) and force the user to find his/her correct task.
