Allowing non project manager users to use the to do widget

Description - Non PM have access to the to do widget without having to update their license

Why is this feature important to you - Users would like to have their to do list within one platform instead of having is somewhere else for consistency

How would you like the feature to work - For non PM users, it would function like a traditional check list without it converting into a project/task

Current Behaviour - Non PM users unable to use it
